[feature] Lack of XPU support for make_opt_flags function

Describe the bug

Currently, make_opt_flags does not support optimization for XPU, but the Triton implementation in gpt-oss requires the use of make_opt_flags, so it cannot be directly applied to the XPU platform.

I would like to ask if there is any progress or plan regarding the development of related features?
