Do I need to install Intel oneAPI base toolkit separately for IPEX?

For deep learning purposes I am using PyTorch version `2.1.0a0+cxx11.abi`. Since the AI tools section in "https://www.intel.com/content/www/us/en/developer/tools/oneapi/ai-tools-selector.html" doesn't mention the installation of oneAPI, do I need it for only deep learning model building?
