Theme override when theme has layouts/_default folder

When using theme, the overridden layouts/baseof.html is not being used by build.

When serving the site using hugo serve it starts to work as expected once the layouts/baseof.html file is modified.

The theme places baseof.html under layouts/_default.
You have placed baseof.html under layouts,
If you use the same path you will get the expected results.

So, @jmooring is right, but we need to support this, as I suspect it's fairly common for the themes to "lag behiind" in this upgrade.

1. When doing a full build, we walk the entire layouts folder. This is a virtual file system that starts with the project on top, then theme 1, them 2 etc. They get merged by their file path. So, your theme layout survives the merge, we normalise the path to layouts/baseof.html and your project layouts gets overwritten.
2. When you then edit your project baseof.html we read and insert only that template, which is obvious much faster, but it also means that we don't get the naming conflict re above.
