Missing horizontal bar on source code view page

Description

Source code view page doesn't have horizontal scroll bar which makes it difficult to read source code on smaller screens/mobile, I was surprised to see it currently uses a <table> and not <textarea>.

Whether to wrap or not is a per-user preference, so it needs a toggle button and a server-stored setting per-user. Additionally, the setting should be synced into Monaco editor. So it's far from a trivial implementation.
