service.REGISTER_MANUAL_CONFIRM is ignored if oauth2_client.ENABLE_AUTO_REGISTRATION is enabled

Current behaviour:

When signing in/up via oauth2, an activated account is automatically created without approval.

Expected behaviour

The account is created without need to enter a username or email address, but it is not activated.

I confirmed that this is still an issue on 1.19.2 and is not resolved by #24035.
