`_eventFromIncompleteOnError` is no longer required

This function says it's for older browsers that don't pass the error to the onerror event handler:

Solution Brainstorm

If we no longer support browsers that behave like this, this code can safely be removed which shaves ~345 bytes from the minimised bundle.

I'm not sure - change seems to come from #2185

#2185 mentions unhandledrejection but at this point this function only handles onerror events.

I found a Sentry blog post from 2016 covering onerror browser compatibility:

Maybe we can remove this without it being a breaking change since this wasn't even required in v6 of the SDK?

Ah, this would effectively remove IE10 support although IE11 would still be supported.
