feat(HelpPostReactionRemoval): This Fixes issue #247

GenericMessageReactionEvent#retrieveUser shouldn't be causing any errors according to the documents.
The errors that could be thrown from MessageReaction#removeReaction would either indicate the reaction no longer exists or insufficient permissions, it's ignored assuming the bot always has permissions.

…ng criteria:

- the reaction is not made by a bot or system
* reacting to a thread's original message post
* the thread's parent channel must match the configured server help channel in the .env
