Seeing "Configuring WarmStorage permissions (one-time setup)" too often on CLI

Using add, I sometimes see this with a wallet that I know is set up fine. Something's awry with the check in here. Need to investigate.

@rvagg it might be that I moved some things into a single function that always calls it to ensure people who just call add are configured properly?

I'm going to close this because I think I might be able to explain it through some other things I'd done with my wallet, at least in one instance of seeing this. Will come back to this if I see it again and don't have a good explanation.
