Tentative verkle topics for the next ACD call

@timbeiko here are the tentative verkle-related topics for the next ACD, we are still polishing some details but here's the gist of it:

• Present the stateless roadmap
• Discuss the two EIPs for Shanghai and Cancun (independent links are to be provided at a later time, but the consolidated draft is here)
• Discuss some details like e.g. the need for a reworked database layout.
