As the title states - adds an API that returns metadata about a given piece of media or 404s if the media is not found.

The motivating case for this is to allow server admins to more easily investigate media on their server, and provide more in-depth information about a piece of media that may have been reported or otherwise flagged. Adding this as an API also allows moderation tooling to built against it.

What's the motivating use case for this API?

Why is it useful?

How do I get a origin/media_id to use with this API?

The original newsfile was good. I was just asking about the background and context of the PR itself.

I'm assuming from the reports, it's easy and convenient to grab the origin/media_id?

Yes, reports will generally either directly provide an mxc, which contains origin/media_id, or they will provide an event id for an event which contains an mxc which the origin/media_id can be pulled from.

Deployments that make use of the
[synapse-s3-storage-provider](https://github.com/matrix-org/synapse-s3-storage-provider)
module must upgrade to
[v1.6.0](https://github.com/matrix-org/synapse-s3-storage-provider/releases/tag/v1.6.0).
Using older versions of the module with this release of Synapse will prevent
users from being able to upload or download media.
