SSS: messages take 30s+ to arrive

Steps to reproduce

1. Use a largeish account (i'm guessing - i'm using my main @matthew:matrix.org acct).
2. Enable SSS
3. Open a room
4. Send a message in that room using a different client
5. Observe it takes 30s+ before it shows up

this is way better since element-hq/synapse#17447 landed. it's similar perf to the ss proxy (which isn't completely amazing, but it's usable)
