Verification icon has incorrect colour/background

Steps to reproduce

In chats:

1. Open a chat with a verified (cross-signed) user
2. Observe the green icon to the left of the text box

In verification dialog:

1. Verify a new device or another user
2. Observe the green shield icon after completing verification

Outcome

What did you expect?

The icon should have a transparent background around it. Its interior checkmark should be white in light mode.

What happened instead?

In dark mode, the icon has a white background around it. Its interior checkmark is dark grey in both light and dark mode.

The verification icons in Settings: Sessions still appear properly.

This also appears to be a regression in 1.11.106, probably from #30235. I confirmed that 1.11.105 displays correctly.
