Introduce Low Priority filter for new room list #30050

Your use case
What would you like to do?
Add a low priority filter to the new room list
Why would you like to do it?
So that user's with low priority rooms have a way to quickly access them, and they do not crowd the list
How would you like to achieve it?
- Rooms marked as Low Priority are pushed to the bottom of the room list, just above Muted rooms
- When the filter is selected, Low Priority rooms only are shown
Stretch target
If the user does not have Low Priority rooms, the filter does not show.
- this task can be a fast follow after launch
Have you considered any alternatives?
Using Spaces or an Archive section on the room list -- neither are a good short-term option.
