Cancelling verification doesn't reset state

Steps to reproduce

1. Log in, don't verify
2. Open settings / encryption
3. Click 'verify this device'
4. Choose emoji verification
5. Cancel the verification
6. Click 'verify this device' again

Can confirm. seems to be some sticky state in the EncryptionPanel. It just logs this:

EncryptionPanel: phase now Cancelled

The same happens when you cancel verification while logging in. It could work when force_verification is set to true and you are not allowed into the app but I could not test it as force_verification is broken when using MAS.

Since force_verification is now working with MAS, tested it and can confirm that when force_verification is set to true, you can successfully re-initiate verification after you cancel it.
