- Add 'dependabot.yml'
- Update build using 'dylan-tool'.
- Add build and deploy documentation.
Take care of versions in github-actions
- Add missing checkout action. - Since issue dylan-lang#17 is fixed, update version of 'install-opendylan' action and use 'dylan-tool' to build the project.
Build documentation and deploy it to GH pages.

I think that I can finish with the errors of build and deploy documentation but I need that the branch gh-pages is created before. |

I created a gh-pages branch via the GitHub UI. Not sure why the workflow is still failing. |

I though that was because settings/environment/protection rules was missing but it's not. My last idea is that it should only be triggered on 'push' and not in 'pull request'. |
