Add dev dependencies. This will be published as v3.2.0.
I investigated retaining the history from the other repo but gave up as it didn't seem worth spending more time on.

Copy docs from OD so that I can autogen docs for all catalog packages that have docs. Will eventually delete the copy in OD.
Also updated submodules.
