Epic - Improve Clipboard functionality

In addition to removing BinaryFormatter we need to make sure that we are creating a safe and efficient Clipboard feature area. This is part of the dotnet/planning/issues/27 theme. We'll add individual issues to this list as we investigate.

• Investigate limitations and problems in current Clipboard implementation
• CSV format is put on clipboard as BinaryFormatted string #9059
