Infrastructure only change. This Updates our PlatformManifest.txt file to match the PlatformManifest.txt that is included in 9.0 GA to prep for 9.0 servicing.
PlatformManifest.txt is needed for servicing and if the PlatformManifest.txt specifies versions that are lower than the ones specified in .NET 9 GA, this will cause extra binaries to be created when building an app that adds 9.0 nuget packages that overlap with Windowsdesktop, which a customer had reported in 8.0 #4154
