Tagging @artl93 for review (and merge) into release/9.0. Merging this into release/9.0 will address test failures running against Azure Linux 3.0, getting us to a good baselines in that branch for RC2/GA/Servicing.

Customer Impact
These are test-only changes to react to Azure Linux 3.0. Azure Linux 3.0 disables certain cryptographic algorithms that we have unit tests for. This pull request disables those tests when run on Azure Linux.
Regression
Testing
Existing tests continue to pass on other Linux distributions. The test changes were validated against Azure Linux 3.0 locally.
Risk
None. Test only changes.
