RegexIgnoreCase Outerloop is causing OOM exceptions on some platforms

While fixing some tests in #67709 it was discovered that a recently added test seems to be causing OOM exceptions on some of the platforms. We should investigate if the test can be re-written so as to not OOM on any platform, or if not possible then skip the test in those platforms.
