Our official build is broken right now as a result of the upgrade to .NET 10 with Arcade/msbuild in an inconsistent state.

Reverts #78731, #78732, #78733 which I think need a .NET 10 SDK to work, sorry @CyrusNajmabadi
This is on deck in case we cannot find a way forward with #78925 or #78922
