Customer Impact

Azure App Service is enabling the Aspire dashboard. They want to be able to suppress this message in their dashboard, as security is handled by the App Service platform.

Testing

New tests added.

Low, it is just a new option that isn't enabled by default.

Important change for App Service Dashboard lightup, low risk. Approved for 9.5.2. @eerhardt can we please do a quick check with @blowdart to see if there is anything to update in our docs (or to include this switch) given it is about silencing a warning related to a security setting?

Yup, document it, and not only say what the switch does but what's its intended use is.
