Add link to outgoing uninstrumented peer resource #10695

Is your feature request related to a problem? Please describe the problem.
We say what the outgoing uninstrumented peer resource is on the span detail page:
But the linked resource - chat model in this case - is never mentioned in span detail.
Describe the solution you'd like
Span detail should have a row that says what the linked uninstrumented peer resource is. It should be a link back to the resource.
Could consider doing the same for peers that have telemetry. If we know the client call is sent out to another resource, the span resource should mention it.
