Small doc update to help with a conceptual hurdle I had: where does OneLocBuild fit into the loc system?
The answer being that before, people came by every now and then, got all the strings, translated them, and sent a PR with the updated strings. This is a system to automate getting the new/updated strings to the translators and returning the results.
