Document the perf improvements around the switch from EXISTS to IN in What's New

This warrants mentioning because of the dramatic perf improvement on non-SQL Server databases.

Part of this was done for preview6: dotnet/efcore#30955
The other part (hopefully!) for rc1: dotnet/efcore#31386
