Follow up to #1866
As part of bug-bashing the MV3 debug extension, I discovered we were never saving the
encodedUri, so it would never get sent to ACX DevTools when requested (https://github.com/dart-lang/webdev/pull/1866/files#diff-77e45782ce1be052aff0ba3eb4721bd0b4849961a803177e54bbe8e1983f97c9R87).This PR saves the
encodedUri, and also adds the ability to save it as a raw string in storage instead of encoding it.
