update: removed unauthorized licensed identifiers like 'zero_1.0', 'by_4.0' etc to authorized license identifiers. Organized my code to match existing coding style

Refactor github_report.py to plot only actual licenses: remove TOTAL row, clean LICENSE_IDENTIFIER, and update chart and logging. It has a 1:1 relationship with github_summary.csv
