[ranges] Consider specifying all `<ranges>`-wide exposition-only helpers in one section

Currently they are specified in multiple sections, which possibly complicates cross-referencing. It seems better to concentratedly specify them.

Moreover, _`IOTA-DIFF-T`_ is specified in a seemingly weird way. Perhaps this should also be improved together.
