Add more metadata to cluster up timeout error logs

When verifying access to the operator during cortex cluster up, display more information to help with debugging.

Here are a few pieces that could be useful:

• describe the loadbalancer services (get the events specifically)
• describe virtual service
• istio gateway pod logs?

Be careful about printing too much information because it may get truncated by sentry.
