add build stats

Todo:

• Change Clients.All to push out selectively as the BuildStatus hub does
• Allow the build config to pass all the way through registration - currently hardcoded as Ace Commit
• Set up nightly build which collects coverage (adding it to commit doubles build time)
• Take specific buildid out of url and revert to latest
• Add comments around the design of the BuildStatistics directive or rewrite
  • The directive cannot work with a collection if that collection is replaced by the hub
  • The current design binds to a container then dips into the collection when it needs to
• Consolidate code shared between BuildService and BuildStatisticsService
• Ensure errors in getting a response are handled
• Ensure no coverage returned is handled (may not be necessary)
