Add `mill clean`

Would be more friendly for newcomers than rm -rf out/ (always dangerous for typos and depends on work dir)

It would be great to have it as a project-based command. I often get caching-linking problems with mill ScalaJS projects and it is way faster to clean the scalajs project out by mill command rather than going to appropriate place in out with bash
