Summary: revises lab setup instructions and script for ops courses.
Should include changes to all relevant files, including links from the top level README.
Does not remove old files (neither files now made irrelevant nor files which were not invoked in the previous incarnation). A number of files in both /config/ops and /ops-setup are candidates for deletion.
