[feature] consider cast-api integration

Consider adding a way to integrate the new cast-api. Might not be the right time for it, but eventually it (or something like it) should be the main way to get data.

- Make cast-api publicly available (currently locked down with IP filtering)
- Scope out whether we need a new endpoint function or it could redirect under the hood based on the source from covidcast
