Add SQL override to Makefile

Prerequisites:

• Unless it is a documentation hotfix it should be merged against the dev branch
• Branch is up-to-date with the branch to be merged with, i.e. dev
• Build is successful
• Code is cleaned up and formatted

Summary

Adds a configuration option to the Makefile to make it able to build with a different database set as target. Needed for the scaling test rig to make run off of a database other than a locally created one.
