Have not tested this at all. So it probably should be tested first.
That said, this just upgrades the vendored copy of Random123 to 1.09, which was released Mar 6, 2016. Based on the contents, it appears that the copy of Random123 in clRNG is very old. Perhaps the initial release of Random123.
