build: create a build matrix

Currently CI builds and runs `GPIO` and `GPIO (TLS)` tests for `native_posix_64` as well as `qemu_cortex_m3`.

Additionally, it builds sample applications for a number of different boards.

It would be ideal to use a build matrix to reduce the number of lines in the GitHub Actions workflow (module.yml).
