cache used bundles under ~/.obr

or under ~/.m2 for that matter.

IOW: maybe we should do something like maven does and build up the cache of accessed/used bundles under the user home directory (or somewhere else), but not under the cnf project.

This needs to thought about carefully.
I'm posting it here as a reminder for a nice brainstorm session, maybe online but preferbly somewhere with nice whether....
