Fix(hMetis): Move const to largest index + 1

This is a minor structure fix due to the nature of Kahypar, as the maintainer mentioned in kahypar/mt-kahypar#204 (comment) .

I simply moved the const to the largest index + 1 instead of using the original object id 0.
