Remove use of macos-13 GH runner

Description of changes:

Github is discontinuing support for the macos-13 runner: https://github.blog/changelog/2025-07-11-upcoming-changes-to-macos-hosted-runners-macos-latest-migration-and-xcode-support-policy-updates/#macos-13-is-closing-down

• Removes all usage of macos-13
• Replaces use of macos-14 with macos-latest in bindgen workflows.
