[Linux] implement binding.spawnAsAdmin (or equivalent) #17
Description
As discussed in #15, the Linux implementation of this only covers createWriteStream, and that doesn't call into native code like we do for macOS and Linux.
If we can figure out how to get this working, it becomes much easier to implement the remaining API surface so it is on parity with the other supported platforms.
