[SPARK-53376] Run Swift build first before running test

### What changes were proposed in this pull request?

This PR aims to build `Swift` code first before running `test`.

### Why are the changes needed?

Like `Apache Spark` main repository, we had better stabilize the CIs by isolating any compilation failures first before running the tests.

### Does this PR introduce _any_ user-facing change?

No.

### How was this patch tested?

Pass the CIs.
