Use Collections#isEmpty or String#isEmpty

This issue builds on the work done in MNG-8060, which replaced String.length() == 0 with String.isEmpty() in many places. That issue was resolved and merged

Motivation:

• Ensures consistency across the Maven codebase
• Improves readability
• Aligns with modern Java idioms (String#isEmpty has been available since Java 6; Collection#isEmpty since Java 1.2)

would be nice to leverage some tool. Wondering why its doing so. Simply the invert of this would be nice as well, as this would be whats needed.

A recipe like LengthEqualsZeroToIsEmpty would be helpful on the OpenRewrite side to cover such cases.
