[feat req] Support for Gitea 1.23.4 #676

Greetings. When trying to use actions/upload-artifact@v4 within a Gitea 1.23.4 installation, the following error is displayed:
::error::@actions/artifact v2.0.0+, upload-artifact@v4+ and download-artifact@v4+
are not currently supported on GHES.
I don't know if the problem is Gitea being misidentified as GHES or if the error message is misleading, the main point is that the workflow job fails. In any case, it would be very nice if Gitea was supported.
Why is this needed?
Existing GitHub workflows fail when run on Gitea.
