Theme the site to conform to the UCSB Identity

Campus website are encouraged to theme according to the UCSB Visual Identity guidelines.

Probably simplest way to do so would be to use Logan's UCSB Bootstrap Theme

I did some basic theming and it works but it doesn't look great yet so I'll keep this issue open and work on it more later.

Hi @apandas Look at this old old issue we have.
I had forgotten that we aspired way back in 2019 to improve the site theme.
