[Issue 781] Create an Assessment for the Participant Handbook, Agreement, & Code of Conduct

📝 Description

During the cohort, participants can experience confusion and frustration about the following areas:

• placement process & no guarantee of placement
• job search support
• violation process (including PIP + 50% stipend)
• tax form 1099
• participation expectations (including removal due to lack of communication)

In order to ensure that they enter the FT program will full clarity and mitigate any uncertainty, the above areas have been added to at /participant-assessment

• New Files: "participant-assessment" html, scss, and javascript files
• referenced in the main_site and base files
