This is what happens when you don't have an abuse contact.

Checklist:

  • Added a description of the changes to the [Unreleased] section of docs/docs/CHANGELOG.md
  • Added test cases to the relevant parts of the codebase
  • Ran integration tests npm run test:integration (unsupported on Windows, please use WSL)
  • All of my commits have verified signatures

could you explain why block tencent cloud ip by default?
ment people have to use a proxy to access non-mainland China regions, some of them use tencent cloud ip

this pr will block them, until the website developer disable this block file
