Description

This PR is automating the release process, it creates the tag, builds and deploys the docker images, creates release notes, and publishes the release.

Motivation and Context

The release process is manual and prone to errors, this should make it more straightforward and therefore releases could be done by anyone.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
