Feature: Dependabot Integration

Description

This PR adds the YML configuration for the Dependabot service

Motivation and Context

Dependabot ia a service that checks dependencies to make sure they're always up to date.

Dependabot was purchased by Github and now was integrated in the main Github page on the insights section.

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)
