Here is a simple Docker image build support. I've uploaded the image built from this configuration here:

I don't really intend to maintain the docker image but I need it for my current project. Luckily, the setup is pretty easy and it's trivial to build and upload new versions of the image whenever phpPgAdmin gets updated.
