Prepare R4.1 -> R4.2 upgrade tool #7832

Similar to #5685, we'll need an upgrade tool.
The solution you'd like
For now this issue is a placeholder to collect tasks the tool will need to do.
- Debian template: ensure proper apt sources.list update: Cohere with Debian guidance on 3rd party repos qubes-core-agent-linux#371 (comment)
- take a dom0 snapshot, in case of power failure.
- set
GRUB_DISABLE_SUBMENU=falsein/etc/default/grub - ensure grub.cfg is in new place (Use unified grub.cfg location #7985) - theoretically already handled by grub install script
- migrate qrexec policy to the new format (Phase out legacy qrexec policy files #8000)
- switch default menu (Replace default menu with shiny new menu and old global-settings with new settings #7939)
- switch to pipewire in relevant templates (all Fedora, Debian >= 12); magic command for Fedora:
